In a draft note ahead of its party congress in April, the CPM has explained that while the Modi government exhibits "neo-fascist characteristics", it does not qualify as a "fascist or a neo-fascist regime". This stance has triggered sharp criticism from its national allies, the CPI and the Congress.
An explanation by the Communist Party of India (Marxist) why it doesn't consider the Narendra Modi-led Central government "fascist" or "neo-fascist" has shaked and startled the Congress and the Communist Party of India (CPI). The issue has driven a wedge between the Opposition parties, with the CPI and the Congress launching a scathing attack on the CPM.
The CPM explanation is part of the party's draft note on political resolutions sent to its state units ahead of the 24th Party Congress meeting in April. The stance seems to be a departure from the party's previous stand on the BJP and RSS "carrying out fascist agendas".
Former CPM general secretary Sitaram Yechury had earlier drawn parallels between the Modi government and fascism.
While the CPM has defended its stance, the CPI, from which it split in 1964, has demanded a correction. Their senior national ally, the Congress, has dismissed it as a "survival" tactic.
Though these three parties are allies at the national level, in Kerala, the CPM and CPI are part of the ruling LDF, while the Congress leads the Opposition UDF.
Reacting to the change in the CPM's stance, author Tushar Gandhi wrote on X, "CPM Kerala refuses to brand the Modi Government as being Fascist. Is CPM rolling out its Red Flag as a red carpet to welcome RSS to Kerala? Is Lal becoming Bhagva?"
CPM'S CHANGING STANCE ON MODI GOVERNMENT
The CPM's draft political resolution, set to be discussed at its 24th Party Congress in April, has held that while the Modi government exhibits "neo-fascist characteristics", it does not qualify as a "fascist or neo-fascist government".
"We are not saying that the Modi government is a fascist or neo-fascist government. Nor are we characterising the Indian State as a neo-fascist State. What we are pinpointing is that after 10 years of continuous rule by the BJP, which is the political wing of the RSS, there has been a consolidation of political power in the hands of the BJP-RSS, resulting in the manifestation of 'neo-fascist characteristics'," the CPM's draft resolution notes.
CPM's Central Committee member AK Balan has defended the party's stance.
"Never in our assessment, has the party termed the BJP government a fascist regime. We have never said that fascism has arrived. Once fascism reaches our country, the political structure will change," Balan was quoted by The New Indian Express as saying.
He drew a contrast with the other Left parties by saying, "The CPI and the CPI(ML) are of the view that fascism has arrived."
Balan, according to a report in Malayalam news portal Madhyamam, also sought proof of Fascism if it had really "arrived in India".
The CPM said it distinguished between classical fascism, which emerged during the inter-imperialist era, and neo-fascism, which is a product of the crisis within neoliberalism.
Neo-fascism, according to the CPM, involves authoritarian tendencies within democratic frameworks, unlike classical fascism, which rejected electoral systems altogether.
CPM FACES ATTACKS FROM CPI AND CONGRESS
The Congress, which will try to unseat the CPM in Kerala in 2026, has seized upon the opportunity. It sharply criticised the CPM's stance, saying, "The CPM means business, literally!"
"The party, which is called the Communist Janata Party (CJP) in Kerala due to its covert dealings with BJP, is playing with fire by whitewashing the BJP fascist regime with their outrageous theory that BJP is not fascist," wrote the Kerala Congress on X.
"Those who trusted the CPM for upholding secular values, mistaking them as 'left', will be disappointed at the new theory that they've floated from the highest level as their party line. This, along with other rightward communal shifts in the last assembly, Lok Sabha, and by-elections, signal the end of CPM and has almost closed their place among the larger opposition in the country," it added.
Leader of the Opposition in Kerala Assembly, V D Satheesan, alleged that the new document reflected a "secret relationship" between the CPM and BJP.
"The CPM in Kerala has always made peace with fascism. It has also made peace with the Sangh Parivar. Now, in order to sustain it, they have presented a new document stating that the Modi government is not a fascist government. This is part of the CPM's decision to join hands with Modi, make peace with the Sangh Parivar and surrender to them," Satheesan said.
Not just the Congress, which is a rival, even the CPI sternly criticised the CPM.
A junior partner of the CPM, the CPI has been vocal in labelling the Modi government "fascist" and demanded a correction from its Left ally.
"The RSS is a fascist organisation. The Modi-led BJP government under the RSS is indeed a fascist government. The CPM will have to revise its position," CPI's Kerala state secretary Binoy Viswam was quoted by The New Indian Express as saying.
While the CPM seems to be balancing its approach with electoral pragmatism in mind, its ally, the CPI, is understandably critical, as its own poll prospects remain tied to the bigger Leftist partner. The Congress any way is to gain by attacking its Kerala rival CPM. More than anything else, it is the CPM which has rattled the Opposition parties with its "Modi government not fascist or neo-fascist" explainer.

KOZHIKODE: A detailed note from CPM to its state units explaining why its draft political resolution for the 24th party congress does not say "Modi govt is fascist or neo-fascist" or characterise "the Indian state as a neo-fascist state" has accentuated fault lines in Left Front, with CPI demanding that its ally correct its stand.
"What we are pinpointing is that after 10 years of continuous rule by BJP, which is the political wing of RSS, there was a consolidation of political power in the hands of BJP-RSS, and this is resulting in the manifestation of neo-fascist characteristics," states the note.
It explains that the "characteristics" referred to in the draft political resolution for the April congress implies "features or trends" but not explicitly a neo-fascist govt or state. "The political resolution is talking about the danger of Hindutva-corporate authoritarianism going towards neo-fascism if BJP-RSS are not fought back and halted."
Unlike CPI and CPI (ML), both fiercely antagonistic towards the Sangh, CPM has all along taken an admittedly nuanced stand, with multiple political resolutions stating that the "authoritarian and Hindutva communal attacks display emerging fascist trends" (22nd party congress) and that the Modi govt was carrying out the "fascist agenda of RSS" (23rd party congress).

Deviating from its usual practice, the CPI(M) has issued a note to its state units on the draft political resolution for the upcoming party congress. The note says the party does not consider the Narendra Modi government or the Indian State as “neo-fascist", even as there are manifestations of “neo-fascist characteristics".
The note sent to the state units of the Communist Party of India (Marxist) also stresses that the position is different from that of other Left parties, such as the Communist Party of India (CPI) and the Communist Party of India (Marxist-Leninist) Liberation.

The note says the political resolution talks about the danger of the Hindutva-corporate authoritarianism going towards neo-fascism, if the BJP-RSS is not fought back and halted, but stresses that the party is not calling the Modi government “neo-fascist".
The draft political resolution of the CPI(M), which will be discussed at the party congress in Tamil Nadu’s Madurai in April, was adopted at a meeting of the party’s Central Committee in Kolkata from January 17 to January 19.
The draft resolution says there has been a growing conflict between the forces of the Hindutva-corporate regime, represented by the Modi government, and secular-democratic forces that are opposed to it.
It says “The push to impose a reactionary Hindutva agenda and the authoritarian drive to suppress the opposition and democracy display neo-fascist characteristics".
In the note, the CPI(M) has clarified that talking about the political setup showing “neo-fascist characteristics" does not mean that the party is calling the Modi government fascist or neo-fascist.
“We are not saying that the Modi government is a fascist or neo-fascist government. Nor are we characterising the Indian State as a neo-fascist State," the note has said.
“What we are pinpointing is that after 10 years of continuous rule by the BJP, which is the political wing of the RSS, there has been a consolidation of political power in the hands of the BJP-RSS and this is resulting in the manifestation of ‘neo-fascist characteristics’," the Left party has said.
“The word ‘characteristics’ means features or trends, but they have not developed into a neo-fascist government and political setup. So the political resolution is talking about the danger of the Hindutva-corporate authoritarianism going towards neo-fascism, if the BJP-RSS is not fought back and halted," the note has said.
The CPI(M) has said the term “neo-fascism" is being used to distinguish it from the classical fascism, which rose in the inter-war years in Europe, like in Italy under Benito Mussolini and in Germany under Adolf Hitler.
“Neo-fascism is a product of the crisis of neo-liberalism and is a global phenomenon," the party said.
It said the resulting discontent due to the neo-liberal crisis is being exploited by the far-right and neo-fascist forces, using populist rhetoric.
Unlike classical fascism, neo-fascist parties utilise elections to advance their political project and even if they come to power, do not dispense with the electoral system, the CPI(M) added.
In its political resolution adopted at the 23rd party congress, when Sitaram Yechury was the general secretary, the CPI(M) had said the BJP-led Centre was “aggressively pursuing the Hindutva communal agenda of the fascistic RSS".
